Russian think tanks are actually very good at foreign policy analysis since Russia prefers diplomacy and trade over global wars. They have very little use for war propaganda, and far more use for credibility with the international community, so I am not surprised. I do think sometimes they get too involved in military intervention, but it is a step in the right direction.
